Presentation by Fern Epstein, Consultant to the Colorado Department of Revenue, on a new database for tracking patient and medicine information. This is in direct violation of Article XVIII, Section 14 of the Colorado Constitution, Colorado's Medical Marijuana Amendment, which mandates the state health department keep a confidential registry.
